The mission of the Arizona Department of Water Resources (ADWR) is to protect, conserve, and enhance Arizona’s water supplies by confronting water management challenges in a bold, thoughtful, and innovative manner. Do you want to join our team? ADWR is seeking a Water Resources Specialist II for the Statewide AMAs Section.  




This position is responsible for coordinating all aspects of the annual reporting process in addition to other AMA general duties. Responsibilities may include:

  • Coordinating with the AMA, ITD, Facilities and other ADWR teams regarding the annual reporting process flow and necessary or suggested improvements
  • Overseeing the processes of annual report reminder and failure to file letter distribution, report scanning and processing, additions of annual report forms to the website, etc.
  • Processing and inputting AMA annual report payments in ADWR database and prepare daily payment reports for Finance (during annual reporting season)
  • Reviewing, inputting, analyzing, and interpreting water resources data
  • Providing technical assistance and resources to customers via phone, emails and face-to-face meetings
  • Writing and revising internal documents that reflect the section's requirements and procedures for internal users
  • Assisting with compliance processes for the section.

Other duties related to the AMA programs and processes may be assigned as needed.




Knowledge of:

  • Groundwater Code, especially pertaining to groundwater rights and permits and annual reporting requirements
  • The occurrence, behavior, and significance of water in nature
  • Environmental, social, and economic aspects of water supply and utilization
  • Current concepts and practices in water resource management
  • Current laws and regulations regarding water supply and utilization in Arizona
  • Statewide water resource management issues
  • Database structure and organization
  • Information sources and research methods and techniques utilized in water resources management




  • Working well within a team environment, including establishing and maintaining effective working relationships within the Department, other governmental entities, private and public sectors
  • Excellent interpersonal, oral and written communication
  • Strong customer service skills
  • Data Entry as well as quality assurance and quality control
  • Using spreadsheets, databases and statistical systems
  • Researching, reading, analyzing and evaluating documents
  • Analyzing and interpreting data to draw conclusions

  • Communicate complex technical information in a concise and easy to understand format
  • Coordinate projects and programs with ADWR staff, other governmental agencies, and the regulated public
  • Develop knowledge of the Groundwater Code, AMA Management Plans, and Departmental rules, regulations, policies, and procedures
  • Provide accurate and efficient customer service to all entities
  • Apply techniques to study water resource management issues impacting the State of Arizona
  • Use different analytical methods to solve problems
  • Handle multiple projects simultaneously
  • Establish and maintain effective relationships with various levels of governmental and regulated officials, community leaders and the public
  • Work alone, work in a team environment, prioritize work activities, set goals, be self-motivated


The grade 19 salary range is $33,435 (minimum) - $46,624 (mid-point) - $59,812 (maximum). Typically, salaries are below the mid-point, but highly qualified applicants will be considered for higher salaries.

This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.12).    


Positions in this classification participate in the Arizona State Retirement System (ASRS).
