 JOB SUMMARY

This Position is Open Only to Current ADOT Employees

 

The Highway Operation Technician 4 performs a broad scope of advanced journey level highway operational duties (including scheduling, assigning and overseeing crew/org work, inspecting work, training and guiding staff) related to items such as operation of motorized vehicles and equipment, pavement care and preservation, roadside shoulder restoration and repairs, delivery of equipment and materials, snow removal operations, office administration, permit compliance, recordkeeping, work management reports, inventory and features tracking, budgeting data entry, contract preparation and tracking, environmental compliance, vehicle and equipment care.

 

Additional duties include:

 

·         Assists with the management of the annual work plan, coordinating resources (manpower, equipment and materials), contracted services and items, and facility management

·         Oversees and inspects work products of multiple operations, directing in-house and contracted services

·         Compiles reports for supervisor

·         Assures safety and compliance in all operations

·         Coordinates with other government agencies, utilities, and businesses regarding encroachments and asset preservation

·         Operates state vehicles and equipment in the course of conducting State business

·         Assures required inspections and audits are being completed for all highway system features

·         Attends planning and review meeting for upcoming construction projects and provides important technical feedback on product and system performance

·         Assures the training and coaching of the employees is effective and timely for the development of a skilled workforce

·         Assists with the review and monitoring of amounts expended from the budget to assure that expenditures are within allocated funds

·         Prepares estimates of labor, equipment, and materials for planning purposes

·         Analyzes highway management records for determining feasibility of contracted services for certain activities

·         Analysis includes production reports, skill level requirements, insurance recovery

·         Conduct meetings, review projects, and provide technical expertise to District managers in the development of intergovernmental agreements and performs additional duties or projects as assigned

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

·         Preventive maintenance and minor repair of vehicles and equipment used in roadway operations, unit and district procedures

·         Procurement, PeCos, feature inventory and customer relations

·         Contracts including bidding, awarding, and monitoring

·         Leadership and coaching

·         Federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities, safety practices and public relations

·         Highway materials, equipment and tools used in work activities

·         Established work methods and standards

·         Procedures and practices established in the work unit

·         MUTCD traffic control for work zones

·         Math, accounting, English, grammar and computer systems and applications

 

Skills in:

·         Applying and making advanced level interpretations of federal, state and agency laws, rules, regulations, policies and procedures pertaining to work activities,

·         Safety practices and public relations

·         Using proper materials, vehicles and equipment to perform work activities within established work methods

·         Oral and written communications

·         Problem solving, interpersonal relationships, leading and coaching

Ability to:

·         Plan, coordinate, analyze and perform multiple tasks

PREFFERED REQUIREMENTS FOR POSITION

Minimum two (2) yrs experience as a Highway Operations Tech 3, or, five (5) years of experience as a laborer in the public or private sector and five (5) yrs experience in heavy equipment operation (forklift, loader, dump truck) utilized in highway maintenance or construction with Federal, State, County or private contractors, and minimum of five (5) yrs experience using applicable computer programs, or, combination of training and experience that meet the KSA's for this position.

REQUIREMENTS

·         Class A Commercial Driver’s License with appropriate endorsements

 

 PRE-EMPLOYMENT REQUIREMENTS

This position requires possession of a valid Arizona Class D Driver License.  Candidates for this position must complete page 5 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate's motor vehicle record (MVR).  The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.12 (H) and (I).  The review must show an acceptable driving record prior to any offer of employment being made by ADOT.  Employment is contingent upon an acceptable MVR.
