The Department of Economic Security, Office of Facilities Management, is seeking an experienced and highly motivated individual to join our team as Occupational Safety Consultant 4.  Working under direction of the Occupational Safety Administrator, this position performs highly responsible tasks in developing the Department’s risk management and loss control program, investigating work environments for conditions of compliance, and enforcing State and Federal Occupational Safety and Health standards, regulations, laws, rules and codes. The Occupational Safety Consultant 4 assists in the management, planning, coordination, and evaluation of the Department’s risk management program; develops, implements and audits safety programs, policies and procedures to reduce exposure to physical and environmental factors; conducts research; collaborates with stakeholders to present desired outcomes to DES personnel; assesses and analyzes data; and compiles reports and relays findings. The individual in this position ensures employee awareness of occupational health and safety concerns and DES programs through training and presentations.  This position will travel on State business and may require overnight stays.  

Knowledge, Skills and Abilities:

-          Knowledge of Section 5(a)(1) of the OSH Act (OSHA General Duty Clause) and the U.S. Department of Labor standards.

-          Knowledge of EPA guidelines, including Asbestos Hazard Emergency Response Act (AHERA) and National Emission Standards for Hazardous Air Pollutants (NESHAP). 

-          Knowledge of indoor air quality standards and surveillance.

-          Knowledge of National Institute of Occupational Safety and Health (NIOSH) personal accident and illness investigation process.

-          Skill in occupational safety and health program development.

-          Skill in analyzing and evaluating a wide variety of inspection and investigation data to include test results, reports, and plans, and draw logical conclusions and implement effective actions.

-          Skill in performing health risk assessments (HRAs) by monitoring and sampling to identify and quantify occupational safety and health hazards.

-          Skill in use and operation of a variety of safety, monitoring, and testing equipment, and interpretation of results.

-          Skill in interpersonal relations as applied to contacts with representatives of other governmental agencies, other agency employees, and the public.

-          Skill in oral and written communication

-          Ability to assess, calculate, and determine ADA requirements in commercial and residential buildings

-          Ability to read, interpret, and modify floor plans utilizing AutoCAD LT drafting software, and implement ADA Code specification.

-          Ability to assess work-related factors that may pose risk and make recommendations.

-          Ability to provide expert health risk communication to support management decision-making pertaining to short- and long-term health effects for all individuals residing in or working at DES properties

Licenses and Certifications:

-        Travel will be required for State business.  Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01).  Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.


-        Prefer a Bachelor's Degree in Occupational Health and Safety; four years of experience in identifying, preventing and eliminating safety hazards in work methods or environmental conditions in government or private sector workplaces; significant knowledge and experience with OSHA and EPA regulations; and AHERA certification from accredited provider.

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
