The Arizona Department of Administration (ADOA) is seeking a proven business leader to head the State’s Office of Business and Finance (OBF). OBF is one of several centralized services ADOA provides to support more than 100 state agencies, boards and commissions and approximately 33,000 employees.


The role of the Assistant Director requires big picture thinking, being able to anticipate problems while handling pressure and multiple priorities. Prospective candidates will be expected to engage the state’s highest level leaders in ongoing, proactive outreach to build and maintain productive relationships. The position requires the ability to adapt quickly to rapidly changing needs and priorities in a fast-paced and results-oriented work environment. Operating within the structure of Arizona’s Lean Management system (AMS), all state employees today must be able to understand customer needs, set targets for priority metrics that matter, measure progress against those targets, and use disciplined problem solving to close gaps between expected and actual performance.


The Assistant Director of the Office of Business and Finance directs the accounting, internal audit and financial reporting for the State of Arizona and budgeting for the Department of Administration. This position is responsible for establishing effective accounting policies, systems and processes, regulatory compliance, records management, and direct oversight of the:

           Creation, modification and interpretation of statewide financial policies and procedures

           Management of the statewide accounting, financial and payroll systems

           Development of the Comprehensive and Annual Financial Reports

           Statewide Internal Audit

           Developing, monitoring and analyzing of ADOA’s budget

           Accounting services to approximately 50 small- and medium-sized agencies, boards and commissions.

Through subordinate managers, the position directs and manages a staff of 80 employees.


Minimum 8 years of experience with large organizations in the:

·       Creation, modification and interpretation of financial policies and procedures 

·       Management of accounting, financial and payroll systems

·       Development of Comprehensive and Annual Financial Reports

·       Developing, monitoring and analyzing budgets

·       Providing strategic vision and leadership for large groups to produce strong results

·       Diverse business management with demonstrated understanding of  business operations, systems and processes 

·       Organizational change management and leading continuous improvement initiatives 


Education: Bachelor's degree in Accountancy, Finance, Business or a related field.  


Preferred but not required: Master's degree in Accounting, MBA in Accounting or other related field, and Certified Public Accountant.


·       Requires possession of and ability to retain a current, valid state-issued driver license appropriate to the assignment. Employees who drive on state business are subject to driver license record checks, required to maintain acceptable driving records and complete any required driver training (see Arizona Administrative Code R2-10-207.12).

·       Fingerprint Clearance Card
