The Program Administrator 1 under the direction of the Utilities & Railroad Manager, this position will support continuous improvement as a part of the Arizona Management System.

Additional Duties include:


·         Monitors tasks involved in the execution of agreements in compliance with Agency procedures within State and Federal  administrative rules, and policies

·         Ensure completion of all purchase orders, and verification of payment schedules are met

·         Coordinate with Utility Coordinators and Finance Management to finalize reconciliation of all agreements, assuring final costs are documented and monies due to or from ADOT are properly processed

·         Process for payment and scan all agreement invoices, set up files and support the utility coordinator for agreement documentation

·         Provide feedback and follow up meeting decisions

·         Develop business processes to assure continuous improvement that can be validated

·         Research, special projects, operational planning and report preparation and documentation utilizing MS Office software

·         Developing accurate and concise reports for URR metrics notifying Group Manager of inconsistencies recommending viable solutions

·         Implementation of business process and improvements as part of a team

·         Provide expertise compiling, and analyzing reports, graphs, and presentations to show information per project and or trends

·         Provide support to develop auto fill templates for often used forms in URR in the development of Master Agreements and templates for new agreements and work orders for the URR agreement process

·         Attend training to maintain and enhance technical and personal skills



Knowledge of:

·         Principles and practices of administration and management (includes but not limited to business math, accounting principles and practices and English grammar)

·         Agency and Department rules, regulations and operating procedures

·         ADOT AFIS and APP software includes but not limited to, on-line research to obtain contractual information such as vendor, enter purchase requisitions, purchase orders and receivers (initiate and make payment and modify as needed)

·         Personal computer system and associated business and office software (word processing, spreadsheets, databases, graphics, scheduling and organizing, communication, business machines

·         Time and attendance software

Skills in:

·         Oral and written communication, research and problem solving skills

·         Interpersonal relationships, listening and maintaining a high level of confidentiality

·         Operating a variety of office machines

·         Organizational and time management

Ability to:

·         Plan, coordinate, analyze and establish priorities

·         Research and communicate appropriate level of information

·         Develop effective operating skills

·         Perform multiple tasks

·         Communicate effectively both verbally and in writing

·         Work under stressful conditions 



The ideal candidate for this position will have;

Ideal candidate will have work experience in government procurement contracting



Bachelor’s Degree in Business, Public Administration or similar expertise

Arizona Driver's License
