The Department of Economic Security Department of Division of Employment and Rehabilitation Services is seeking an experienced and highly motivated individual to join our team as Human Services Specialist II. This position is responsible for implementing the policies and procedures of the Child Care program. The position is responsible for interviewing applicants, determining eligibility for childcare services through verification of information provided by the client and other DES programs, and acting as a service broker to coordinate and arrange services in conjunction with other department programs and contractors.

Job Duties:

-          Complete a service needs assessment through interviews for intakes and redeterminations based on assigned caseload

-          Conduct face to face interviews in a timely manner

-          Research and gather pertinent case information to represent the department at fair hearings 

-          Verify eligibility factors, and determine eligibility for multiple eligibility categories based on financial and non-financial factors

-           Counsel clients about the availability of the different types of childcare providers

-          Maintain case records per policy with complete and accurate information

-          Plan and prioritize service delivery on complex and diverse caseload

-          Maintain professional level communication with clients, employers and other agencies in effort to support, determine or update eligibility information.

-          Research and prepare referral for investigations in potential cases of fraud.

-           Research and gather pertinent case information to represent the department at fair hearings

-          Use multiple automated computer systems to determine eligibility and authorize childcare services, gather, input, update, retrieve and send confidential client information

-          Manage limited program funds through determination of client placement and level of priority on an ongoing basis

 

Knowledge, Skills and Abilities:

-          Knowledge of department policy and state statutes, federal law and rules pertaining to multiple childcare eligibility and childcare provider programs

-          Knowledge of department policy, federal and state statutes, administrative rules, and contract requirements pertaining to multiple childcare programs

-          Knowledge of other DES programs, community programs and other resources, which may be of help to clients

-          Knowledge regarding how to operate automated equipment and how to navigate through multiple computer systems including GUIDE, AZCCATS, AZTECS, GOOGLE, CHILDS and FPUB.

-          Skill in conducting interviews in a time efficient manner while eliciting information needed

-          Listening skills

-          Written and oral communication skills

-          Skills in giving oral presentations

-          Skills in diffusing hostile or angry customers

-          Skills in operating multiple mainframe and web-based computer systems

-          Ability to absorb, interpret and assimilate large quantities of technical written material

 

Licenses and Certifications:

-          Employee shall have a valid Level One Arizona Fingerprint Clearance Card issued pursuant to Arizona Revised Statute 41-2758.07 to work with children and vulnerable adults.

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).

-          Applicants for this position will be subject to a search of the Child Protective Services Central Registry

Qualifications:

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
