The Department of Economic Security Division of Employment and Rehabilitation Services (DERS) is seeking an experienced and highly motivated individual to join our Policy Administration as a Policy Specialist for the Workforce Policy Unit. The DERS Policy Administration is responsible for the development and administration of division policies and procedures for over twenty programs including Vocational Rehabilitation, Workforce Innovation and Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF) Jobs Program, Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) Program, Unemployment Insurance, Veterans Services, Child Care, Trade Adjustment Assistance (TAA) and Employment Service programs that provide critical support, employment, and training services to hundreds of thousands of Arizonans in addition to services for employers.

Job Duties:

-          Develop various state plans for federal approval

-          Provide technical assistance, policy interpretation, and guidance to program staff and stakeholders both public and private

-          Assist Quality Assurance in monitoring and case review actions

-          Develop, redesign, and revise programmatic forms, pamphlets and brochures

-          Review federal and state legislation, complete analysis for impact on the programs, and provide recommendations

-          Review and develop new program policies and procedures based on legislative or political changes

-          Participate in meetings, work groups, committees, and conferences related to the various programs within workforce development


Knowledge, Skills and Abilities:

-          Knowledge of federal and state statute, regulations, rules, and policies

-          Knowledge of contemporary concepts and practices utilized in the related programs as well as needs and responses of program clientele;

-          Knowledge of service delivery practices and policies and procedures established for employment services programs

-          Knowledge of organizational structure and departmental policy

-          Excellent oral and written communication skills

-          Positive and constructive interpersonal skills

-          Skill in conducting research and providing interpretation of federal and state regulations

-          Skill in practicing effective organization, time management, and planning

-          Skill in managing projects effectively with great attention to detail

-          Skill in using independent judgement and decision making

-          Ability in leading work groups and to participate in teamwork

-          Ability to translate laws and regulation into plain language for program staff

-          Ability to work independently or in a team environment

-          Ability to communicate and develop relationships with legislative staff, programmatic staff, community representatives, contracted service providers, and public clientele


Licenses and Certifications:

-          If the position is required to drive on state business, the position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12).


-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

-          Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

Selective Preferences:

The ideal candidate would have at least three years of programmatic work experience in the field of workforce development, or in any other areas of programmatic services offered by DERS.
