OFFICE OF THE ARIZONA ATTORNEY GENERAL

The Arizona Attorney General’s Office Civil Litigation Division – Tobacco Enforcement Unit is seeking a Legal Assistant Project Specialist to be responsible for preparation and analysis of complex legal documents, research and litigation support, especially with regard to all matters related to the MSA Non Participating Manufactures ("NPM") Adjustment Arbitrations as well as research and other support efforts concerning related issues such as tobacco delivery sales, including but not limited to internet sales, tribal sales, contraband sales, Roll Your Own ("RYO") machines, and other new issues as they are discovered. This position will also drafts pleadings, discovery requests and responses, affidavits, and correspondence as well as file pleadings and other documents using electronic filing services; handles and organizes discovery and other materials as well as creates and maintains discovery document databases; and prepares cases of a complex nature.  Summarizes information obtained in examinations under oath, depositions and interrogatories.  Organizes materials and evidence gathered for ready access by the attorney, and for preparation of exhibits as needed.   Reviews evidence and other materials, including tobacco tax returns submitted to the DOR as well as any related materials.

 

REQUIREMENTS

·       Travel may be required for this position. A valid Arizona Driver’s License is required, along with consent to have your driving record run periodically.

 

KNOWLEDGE, SKILLS, & ABILITIES

Knowledge needed:

·       Knowledge of legal research methods and sources as well as electronic based discovery collection and storage methods.

·       Knowledge of rules of citation, statutes, and court rules and practices. 

·       Knowledge of the jurisdictions and functions of local, State and Federal courts and related agencies.

·       Knowledge of the tobacco litigation Master Settlement Agreement (MSA) as well as A.R.S. 44-7101 (Escrow Statute), A.R.S. 44-7111 (Directory Statute) and related laws.

Skills needed:

·       Skills in legal research and in the communication of facts and legal theories. 

·       Advanced and effective skills in both oral and written communications. 

·       Skills in use of internet and organizing and maintaining large amounts of information.

Abilities needed:

·       Ability to communicate clearly both orally and in writing.

·       Ability to work with the public; grasp points being made by others, whether from the related businesses, our counterparts in other states, the case attorney, the judge's ruling, or opposing counsel’s argument, oral or written. 

·       Ability to recognize legal issues presented by specific factual situations, this includes the ability to extract information from legal documents and records.

·       Ability to use computerized word processing programs.

·       Ability to organize large numbers of documents for ready availability to the attorney and others.

·       Ability to produce complete, accurate and factual legal research, and summaries of complaints and cases.

·       Ability to prepare legal documents, memoranda and corresponded effectively. 

·       Must be able to handle a high volume of work and stressful situations. 

IDEAL CANDIDATE

·       Ideal Candidates will have a minimum of four years full-time employment as a paralegal; or three years full-time employment with the State of Arizona as a Legal Assistant III; or any equivalent paralegal education and/or experience.
