This Accountant 2 position is assigned to the General Accounting team within the Controller’s Office and works under the supervision of the Accounting Supervisor 2. The position will serve as a data steward and the Agency’s Property Control Officer with duties including the accounting for capital assets, stewardship resources, IT resources and other tangible and intangible resources; safeguarding Agency resources; and ensuring the Agency complies with the requirements outlined in the State of Arizona Accounting Manual (SAAM). Makes practical applications of technical accounting principles, theories, and concepts beyond the mere application of detailed rules and instructions pertaining to a specific system. Performs assignments that are designed to expand practical experience and continue development of professional judgment in the application of basic accounting techniques, such as examining a variety of financial statements for completeness, accuracy, and conformance with Generally Accepted Accounting Principles (GAAP) or other specific accounting requirements.

What will I be doing in this job?

-         Supervising the annual physical inventory per SAAM policy 2540. This can include; creating a control log to record the distribution and receipt of the inventory results, assigning of personnel to conduct inventory taking, reviewing the inventory data, performing random sample testing of assets and entering inventory data into Arizona’s accounting software (AFIS) system

-         Entering acquisitions, transfers, modifications, cancellations, disposals and other updates for the assets into AFIS system per policy standards and deadlines

-         Completing monthly asset reconciliations and yearly fixed asset closing package for the Comprehensive Annual Financial Report

-         Cross-training and assisting on other desks/functions within the General Accounting team and throughout the Controller's Office

-         Holding trainings, communicating with programs / Finance Mgrs., working with Facilities / IT to ensure the accurate tracking and safeguarding of the assets in order to stay in compliance

-         Approving asset purchases in the Arizona Procurement Portal (APP)

-         Other duties as assigned

What does this job require?

-         Knowledge of accounting principles and practices, and the reporting of financial data.

-         Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB); comprehensive knowledge of the principles, concepts, practices, methods and techniques of government accounting

-         Knowledge of reference materials such as federal regulations, Arizona Revised Statutes, applicable agency manuals, and policies and procedures

-         Understanding of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies

-         Skill in analysis, interpretation, and communication of financial data.

-         Effective time management and work organization

-         Effective communication, both oral and written

-         Intermediate or advanced skills in Microsoft Excel and/or Google Sheets, including macros and pivot tables.

-         Maintain accounting records through automated accounting systems, including PC and mainframe computer skills

-         Learn internal control structures, and fiscal management

-         Work in teams and collaborate effectively with co-workers

The ideal candidate will have:

-         Bachelor’s Degree in accounting required

-         One year experience as an Accountant 1 or equivalent

Licenses and Certifications?

Driving is required for State Business.

-          Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
