The Department of Emergency & Military Affairs (DEMA) is the headquarters for the Arizona National Guard. The Army National Guard is "Always Ready - Always There" providing military forces to accomplish community, state and federal missions. The Air National Guard maintains excellence with flexible, sustainable, expeditionary and joint interoperable capabilities in all facets of current federal and state missions. The Division of Emergency Management’s mission is to coordinate emergency services and efforts to governmental agencies to reduce the impact of disaster on person and property. The Division of Administrative Services maintains the business operations of human resources, finance, purchasing/contracting, and legislative activities. Many positions posted do not require military membership.

 

SPECIAL PROGRAMS EXERCISE COORDINATOR

PAY RATE:  $ 17.6992 - $ 24.6736 per hour (DOE)

State Grade 20

This position is not eligible for overtime compensation.

WORK LOCATION: Papago Park Military Reservation, Phoenix, AZ (PPMR)

 

Position Description:

The State Exercise Program Coordinator, interacts with all state agencies, fifteen counties and their municipalities, non-governmental organizations, federal, tribal and private sector to design, develop, conduct and evaluate exercises statewide.  This includes all types of scenarios including wildland fires and terrorism. Authorized to establish and coordinate policies and procedures and update the development of the exercise programs by use of internal and external databases/portals.  Supervises exercise planning team members in training and exercise efforts.

Assigned to the State Emergency Operations Center (SEOC) Planning Section or other SEOC position as required during exercises or activation. Personally prepares for anytime (24/7) response and no-notice recalls to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy.


Responsibilities Include:

  • Coordinates the development of all phases of exercise programs (internal and external) in all hazards scenarios to include natural disasters to man-made (i.e. Active Shooter, Terrorism) in accordance with the Homeland Security Exercise and Evaluation Program and the Emergency Management Program Grant (EMPG) guidelines and ensures compliance with Emergency Management Accreditation Program (EMAP) Standards.

  • Coordinates the use of internal/external staff support, interns, reservists, Adjunct Instructors, required meetings, training, and resources required. 

  • Attends, develops and delivers presentations to local, county, state, federal, national meetings, seminars and conferences related to Emergency Management.

  • Completes internal training requirements and follows emergency management grant training and exercise requirements. 

  • Complete preparedness related projects as assigned by Exercise Branch Manager, Training Branch Manager and Assistant Director of Preparedness. Transport of State vehicles for maintenance during the Exercise Branch assigned month.

  • Develops high quality, professional and error free After-Action Reports (AAR) and Improvement Plans (IP) after every exercise and real-world events. Tracks and updates Improvement Plans/Corrective actions for DEMA by the use of internal and external systems, meetings and portals.

  • Support FEMA/Homeland Security Instructor Program, Hazardous Material Training programs and the Technology Hazards Branch Program planning activities.  

  • Develops and maintains the State Multi-year Training and Exercise Plan with annual updates or as needed. 

  • Assigned to the State Emergency Operations Center Planning Section during activation or exercises, or other EOC positions as required. 

Special Job Requirements:

This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training. In and out of state travel required. Required to submit to a criminal history investigation. 

Knowledge, Skills, Abilities, and Desired Qualifications:  

Knowledge of:

  • National Incident Management System (NIMS) 

  • Incident Command System (ICS)

  • Emergency Management (EM) at all levels of government. 

  • Homeland Security Exercise and Evaluation Program (HSEEP) doctrine and guidelines. 

  • FEMA Master Exercise Practitioner program principles and methods for curriculum and training design.

  • Knowledge of Arizona National Guard and Military as a whole - Exercise design for both military and civilian EM side.

Skilled in: 

  • Communicating effectively, both in speaking and writing, as appropriate for the needs of the audience.

  • Understand written sentences and paragraphs in work related documents.  

  • Active listening and critical thinking, use logic and reasoning to identify solutions.

The desired qualifications include any combination of experience, education and training that meets the knowledge, skills, and abilities described. Preferred candidate/s will possess completion of FEMA's Professional Development Series and Advanced Professional Series, and/or FEMA/EMI courses pertaining to Emergency Management exercise programs, and/or previous professional or educational experience in the field of emergency management and military exercise programs. .
