The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Management Analyst 1 (MA1). This position is responsible for:

  • Under the direction of the Quality Management Administrator and through subordinate supervisor, this position is responsible for reviewing the eligibility determinations made by the Program Services Evaluator staff, referred to as a Case Read, on Nutritional Assistance (NA), Medical Assistance (MA) and Temporary Assistance to Needy Families (TANF) based on the established Federal and State rules, regulations, policies and procedures.

  • This process is to provide immediate feedback to the employee about their case accuracy, identify additional training needs, help a worker learn from their mistakes, provide information for the strategic plans and to improve and to catch errors before the determination is finalized to improve accuracy and avoid potential errors on future determinations.

  • This position will Telecommute or have the ability to work in a Home-Based Virtual Office. 

Knowledge, Skills, Abilities:

  • Knowledge of Federal and State laws, statutes, regulations, policies, procedures and pertaining to public assistance programs governed by Family Assistance Administration (FAA).

  • Knowledge of public assistance eligibility determination processes and Family Assistance Administration case read process.

  • Knowledge of Operational analysis and evaluation techniques and procedures.

  • Knowledge of FAA's Case Reading systems (CATS).

  • Knowledge of FAA computer databases and programs used for eligibility determinations such as AZTECS, OnBase, HeaPlus etc..

  • Skill in  corrective action plans used in the local offices for reporting errors.

  • Skill in Office equipment, computer software programs, i.e. Microsoft Word, Outlook, Excel etc.

  • Skill in operation of computer systems and software to input data and review case records.

  • Skills in excellent customer service, interviewing, listening, negotiation, monitoring and evaluation.

  • Skills in programmatic and statistical data analysis and interpretation. 

  • Skills in analysis of management methods and procedures.

  • Skills in establishing and maintaining interpersonal relationships.

  • Ability to read, understand and interpret complex issues, laws, statues and policies.

  • Ability to plan, establish priorities and develop office procedures.

  • Ability to communicate with staff/management with diverse skills, education and cultural backgrounds.

  • Ability to work independently while functioning as an integral part of the Quality Management Administration structure.

  • Ability to model integrity, confidentiality, dependability and quality customer service, as well as the ability to mentor and instill these values in others.

  • Ability to be creative and innovative in approaches to helping staff overcome learning difficulties.

  • Ability to analyze errors and determine why error occurred


  • Three years experience in public assistance eligibility determination (PSE 3).

Licenses and Certifications:

  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

  • The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.
