The Arizona Game & Fish Department is responsible for managing Arizona’s fish and wildlife resource as an enduring public trust. In addition, the Department is charged with promoting safe and responsible use of watercraft and off-highway vehicles. Funding is provided from the sale of licenses and permits; watercraft registration fees; federal excise taxes on firearms, fishing equipment, boats, and other sporting goods; State lottery revenues; donations on State income tax forms; and various contracts and grants. This position leads, manages and provides oversight for the Development Branch within the Support Services Division within the Arizona Game and Fish Department (AGFD) and serves as the Engineering and Construction Services Manager, accountable for the efficient implementation of all programs and services assigned to the branch.  Advises and acts on behalf of the Assistant Director of Support Services Division; advises and counsels the Director and Commission, public, State agencies, and Federal agencies in program goals, objectives, programs, procedures, laws and regulations.  This position is responsible for planning, preparation and submission of budgets, project narratives, job statements and performance reports, ensuring that all actions are applicable under the Department’s mission, goals, objectives, and statutory requirements.  Provides supervision, leadership and oversight to subordinate program managers in the Construction Services and Engineering Services section who are delegated authority for day-to-day activities.  Evaluates performance and approves hiring/personnel actions as required.  Assumes responsibility and accountability for all Department facilities totaling over 850,000 sq. ft. and oversight of jurisdictional dams across the state.  Provides direct oversight through Program Managers for capital development, statewide facilities repair and maintenance, building renewal program, boating access program dam operations and lands and infrastructure improvements and the sUAS (drone) application programs.  Engineering staff administer independent project management on a variety of engineering and construction projects including budget control, contract development (planning and design), construction procurement, administration and environmental compliance which typically implement $5-$10 million in capital, infrastructure and building renewal projects annually.  These include construction of boat ramps, courtesy docks, parking lots, roads, restroom facilities and underground utilities, etc.  Construction services oversee all force account and contracted labor resources for habitat improvement, statewide hatchery and shooting range facilities and Department-owned property operation and maintenance projects that include in-house staff who complete a variety of on-the-ground projects and associated fleet vehicles of construction vehicles, trailers and heavy equipment.  This includes the construction and maintenance of nearly 1,000 wildlife water developments located across the state for state and federal lands.  Performs other duties as assigned.   


The candidate must have knowledge of engineering and construction practices, technical application requirements and principles, procurement, fund expenditures, budget monitoring/tracking and administrative procedures.  Knowledge of supervision and personnel management, and strategic and operational planning.  The candidate must have skill in supervision, mentoring, delegation, interpersonal relations and team building and effective time/task management and problem solving skills including analytical abilities and decision making.  Ability to accomplish tasks with allocated resources and able to exercise judgment when dealing in complex situations and ability to adjust in both office and field/project environments.  The ideal candidate will be skilled in program development, program management and analysis and recognizing and forecasting short and long-range resource needs. The candidate must have strong skills in oral and written communications with the ability to communicate clearly and consistently.  The preferred candidate will have a strong background in engineering, architecture, project management or construction (or any combination of these) either obtained through education, job experience/tenure, practical application or any combination of these skill sets.  Professional registration in one or combination of the aforementioned skills are preferred.
