Under limited direction of the Program Manager, this position is responsible for work and activities of a difficult nature being the first point of contact for all ground and air ambulance services, throughout the State of Arizona.

What will I be doing in this job?

-         Reviewing air and ground Ambulance service applications andrequesting additional information when needed

-         Preparing and issuing Certificates of Necessity, licenses

-         Developing and presenting staff recommendations on ambulance service applications

-         Preparing for and providing testimony at hearings as necessary

-         Reviewing all proposed ambulance service contracts

-         Obtaining required documentation to approve, deny or amend contracts as needed

-         Preparing transmittal and discussion memo and forwarding contract for final approval

-         Drafting and editing legal notices

-         Providing consultation and technical assistance to EMS providers with preparation of all ambulance applications and/or ambulance service contracts

-         Communicating information to the public, ambulance service providers, legal counsel, or others in writing and verbally via telephone, fax, email US mail and other means

-         Responding to a variety of requests from the Attorney General's Office and from the ADHS Administrative Counsel

-         Researching and interpret statutes, rules, policy and guidance documents to provide written and verbal summaries

-         Attending meetings, conferences, seminars, and training as directed

What does this job require?

-         Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies

-         Computer operations

-         Skills in interpreting applicable statutes, rules and polices and applying them to actual situations

-         Excellent written and interpersonal communication skills

-         Ability to write legal notices and understand the administrative process

-         Evaluate information objectively

-         Organize/prioritize large volumes of work with attention to detail

-         Manage time effectively within demanding and competing time-lines

-         Communicate with a broad spectrum of public/private agencies and individuals

-         Analyze and make high level recommendations

-         Prioritize, plan and organize multiple tasks and objectives with demanding time-frames

-         Support a diverse multi-cultural workforce that reflects the community, promotes equal opportunity at all levels of public employment, and creates an inclusive work environment that enables all individuals to perform to their fullest potential free from discrimination


The ideal candidate will have:

-         Bachelor's degree in Business, communications, political science or law and 3 years work experience with legal contracts and grant writing or related field

-         Master's degree in public health may substitute for 2 years work experience

Licenses and Certifications?

Driving is required for State Business.

-          Employees who drive on state business require possession of and the ability to retain a current, valid state-issued driver’s license appropriate to the assignment.  Employees who drive on state business are subject to driver’s license checks, must maintain acceptable driving records and must complete any driver training (See Arizona Administrative Code R2-10-207.11).
