The Department of Economic Security, Division of Developmental Disabilities is seeking an experienced and highly motivated individual to join our team as a Physical Plant Supervisor 3. This position is responsible for:

·        Tracks work order completion; monitors staff scheduling; reviews monthly reports; reviews quarterly facility Operation Standard Assessments (OSAs) to ensure DES building standards are maintained.

·        Oversees, supervises, and coordinates small construction projects under $5,000 with DES Project Coordinators, Local office Coordinators, and Group Home Managers; serves as a point of contacts for a life safety inspection from contractors and regulatory agencies. 

·        Assists staff in defining scope of work and materials needed for projects and assist in completing projects if additional manpower is required, which may include electrical, plumbing, carpentry, welding, painting, masonry and heating/cooling projects. 

·        Attends management and supervisory meetings and leads staff meetings; participates in problem solving and decision-making activities. Plans and prepares recommendations for operating budgets.

·        Hires, trains, directs, and evaluates subordinates to ensure qualified and competent staff are capable of meeting performance standards; completes all personnel action required including MAP; monitors ETE timecards.

·        Collaborates with the OFM, Physical Plant Director and contractors for larger projects.

·        Other duties as assigned, as related to the position.


Knowledge, Skills, Abilities:

·        Knowledge of principles and techniques of leadership, supervision, mentoring, training, counseling, and employee relations.

·        Knowledge of time management.

·        Knowledge of Federal, State and local laws, rules, regulations; Federal, State and local building codes.

·        Knowledge of preventive maintenance repair; repair, remodeling and construction methods and practices.

·        Knowledge of reading and understanding basic blueprints, schematics, sketches, and work evaluation.

·        Knowledge of basic engineering: civil, mechanical, structural, electrical, plumbing.

·        Knowledge of common and specialized tools, equipment and materials related to construction, structural components of buildings.

·        Knowledge of utility delivery systems such as sewer, waterpower, and gas.

·        Skills in use of common and specialized tools.

·        Skills in determining the appropriate equipment and materials to complete construction project.

·        Skills in read and interpret blueprint.

·        Skills in apply current building codes.

·        Skills in estimate and order materials to complete construction projects.

·        Skills in project management; budgeting and planning.

·        Skills in enforcement of safety.

·        Ability to diagnose problems and malfunctions in electrical mechanical, plumbing building system and effect repairs.

·        Ability to determine the appropriate trade and skill set needed to resolve the problem.

·        Ability to work with engineers and contractors to ensure needs are met.

·        Ability to maintain compliance with applicable building, health, safety, fire and environmental codes and regulations; identify mechanical, chemical, natural, or electrical hazard.

·        Ability to recognize and address personnel issues; elevate issue for further action.    



Selective Preference:

·        One year of experience equivalent to a Physical Plant Supervisor 2; OR two years of experience equivalent to a Physical Plant Supervisor 1. Any combination of training and experience that meet the knowledge, skills, and abilities (KSAs) may be substitute.



Licenses and Certifications:

·        Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.

·        Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

·        Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.

·        Candidates for this position shall be subject to a search of both the Child Protective Services Central Registry pursuant to A.R.S. 8-804 and the Adult Protective Services Registry pursuant to A.R.S. 46-459.

·        The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.
