The Department of Economic Security, Office of the Director, is seeking an experienced and highly motivated individual to join our team as a Senior Administrator, Governance and Innovation, within the Office of General Counsel and Governance. The successful candidate will lead a team of professionals focused on improving client outcomes and employee engagement, modernizing Department governance and service delivery, and mitigating risk through a comprehensive review and alignment of policy, rule, practice standards, process and procedure efficiencies at the administrative level, identifying innovative opportunities and leveraging Department Cross Divisional configurations. An ability to provide high-level leadership and manage work of considerable complexity that implicates activity and initiatives with Agency-wide impact is critical while engaging stakeholders across platforms ranging from the Director's Office, Division staff, Attorney General’s Office, other state agencies, outside public interest entities, law firms and law enforcement entities, and the general public.  

Responsibilities of this position are:

  • Serves as an Executive Leadership member and has a substantial role in the department, revision of agency policy and procedure for the development or review of administrative rules, policies, practice standards, procedures and coordination of implementation with the Director's Office, Division staff, other state agencies, and outside public interest entities. 

  • Direct the coordination of policy and rule projects emanating from Federal and State legislative mandates, sub regulatory guidance, and judicial determinations while overseeing the management of a portfolio of privacy-related projects and initiatives.

  • Management and oversight of the fulfillment of the Department’s requests for records and other public information and discovery requirements often involving cross-divisional, high-profile, media, and voluminous materials.

  • Serve as central organizational contact for internal and external stakeholders.

  • Ensures all above functions and related aspects of tracking, reporting, adherence, research, and resolution are complete, accurate and timely.

  • Directly assist cross-divisional teams in the development, implementation and continuous improvement of processes related to adherence to policy, procedure, rule, and best practice standards including deployment of change management and accountability systems to mitigate risk.

  • Provide project leadership and advice to internal and external stakeholders and perform other strategic and analytical tasks in coordination with the Director and his designees, Executive Leadership, Privacy, Records  and Policy Team leads.

Knowledge, Skills, Abilities:

  • Knowledge of Department organizational structure, functions and mission; state government functions related to the Department; federal and state legislative processes

  • Knowledge of impact of new or existing policies on Department operations, state and federal laws, rules, regulations and procedures, annual budget processes and implementation of new legislation and impact on state and Department policy; the Administrative Procedures Act, HIPAA and Privacy laws.

  • Knowledge of principles of laws for the fulfillment of public records requests

  • Knowledge of establishment and monitoring of metrics

  • Knowledge of effective and positive leadership and management principles, including building teams, leading, coaching and motivation of a professional staff, as well as strategic planning and achieving Department goals and objectives

  • Skill and proficiency in laws, rules and regulation interpretation pertaining to the work system

  • Skill in public relations/interpersonal relations’ skills as applied to interaction with contract and governmental agency representatives, citizen advocacy groups, department staff, community members, or agency individuals

  • Skills in strong public speaking skills to facilitate the delivery of clear and concise information on programs to community, state, and national groups

  • Skills in developing and implementing various sourcing strategies based upon strategic goals and objectives

  • Skills in problem-solving, decision-making, and issue identification and resolution

  • Ability to communicate effectively; make sound decisions and build consensus

  • Ability to assess risk and make recommendations; edit, finalize and/or approve various high-level products that are submitted to executive management, the Governor’s Office and the general public

  • Ability to develop and implement policies and procedures

  • Ability to demonstrate continuous effort to improve operations and streamline work processes

  • Ability to organize and manage multiple tasks of extreme difficulty in an accurate and timely manner

  • Ability to develop and maintain effective working relationships

  • Ability to meet Department expectations regarding customer service


  • Bachelors’ degree, prefer Masters’ degree, in Public Administration, Public Policy, or degree in appropriate field of study or equivalent work experience.  

  • At least five years of experience in a senior level position(s) involving administrative and policy decisions, rule making, high level analysis of programs or processes, and/or experience with legal documents.

Licenses and Certifications:

  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees. 

  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

  • Travel may be required for State business. The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.
