JOB SUMMARY:

The Senior Insurance Analyst is responsible for: reviewing various types of complex life and health insurance filings for administrative completeness and substantive compliance, including Affordable Care Act (ACA) filings which have federal as well as state requirements; maintaining physical and digital filing systems within the Product Filing and Compliance Division, including ensuring compliance with state record retention laws and schedules, and responding to public records requests. The position maintains expert knowledge of, and determines compliance with, Arizona laws and regulations applicable to credit, life and annuity, and disability/health insurance, and to policies, contracts, and advertising filed with the Department for approval. This includes protecting Arizona consumers from misleading, misrepresented, and unclear insurance products and policy language; responding to technical questions from filers, Department employees, and the public; corresponding verbally and in writing with insurers and others; developing and implementing system improvements; and recommending changes to Arizona laws and rules, orders, substantive policy statements, policies, procedures, forms, instructions, and other information. 

MAJOR RESPONSIBILITIES / ESSENTIAL FUNCTIONS:

  • Complete administrative review of life and health filings to ensure filing material is complete and ready for substantive review. Perform substantive review of policy/contract forms, advertising, and rate filings to ensure 65 compliance with insurance laws and regulations. Communicate with fillers to correct administrative and substantive deficiencies. Assist with updates to filing review checklists and insurer filing instructions

  • Prepare certain filings for external review by outside vendors, including sending examination call and charge letters, collecting billing data, and processing invoices

  • Conduct research of applicable statutes and insurance reference materials; help formulate responses to inquiries submitted by internal and external contacts, including other federal and state agencies, the media, consumers, and attorneys. Research may require coordinating with other divisions, agencies, or other outside entities 

  • Coordinate and maintain log of public records requests, and respond to requests from the public records manager. Answer questions regarding the use of System for Electronic Rate and Form Filings (SERFF) Filing Access. Maintain physical and digital filing and retention system for the product filing and compliance division including digital and physical files. Log, organize, process, retrieve, and coordinate physical file maintenance via outside storage vendor

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

Knowledge of:

  • Life and health insurance principles, terms, and concepts, including prepaid health care delivery concepts

  • Insurance contract language, marking, underwriting, policyholder service, managed care, cost containment measures, accounting, and health insurance rating concepts 

  • Insurance regulation and administrative law procedures 

  • Arizona Revised Statutes and Arizona Administrative Code, applicable case law, and applicable federal law and regulations

  • State and agency public record and record retention and confidentiality requirements

  • Correct grammar and spelling; standard formats for business correspondence

  • Responsibilities and functions of other divisions within the agency


Skill in:

  • Interpreting complex and difficult information, problem solving analysis, and decision making

  • Advanced technical and business writing

  • Operation of the National Association of Insurance Commissioners (NAIC) SERFF

  • Operation of Google Suite of applications, Microsoft Excel, Adobe, and Tableau

  • Time-management

  • Organizing tasks and projects

  • Excellent customer service


Ability to:

  • Analyze complex/conflicting data and theories, draw valid conclusions, and make useful recommendations

  • Work independently, self-direct, and manage priorities

  • Spend large quantities of time analyzing contracts 

  • Collaborate with coworkers to identify and solve problems

SELECTIVE PREFERENCE:

  • Relevant experience in insurance field

  • Familiarity with insurance terminology and functions of state insurance department

  • College degree or college level coursework in business administration, business communication, and public administration

  • Demonstrated abilities with diplomatic, collaborative interactions on technical subjects
